This non-credit course will include a discussion of Virginia’s unique political history and some of the people and circumstances that have had a significant impact on Virginia over time. The course will also include a review of the structure and operation of state and local government in Virginia, as well as consideration of some of the important issues currently facing Virginia’s state government.
The non-credit course will begin on September 8th and will conclude on December 8th.
Lectures will be delivered via asynchronous video that can be accessed on NCI’s Learning Management System. The class will also meet remotely via Zoom for content review and discussion on a periodic basis.
Bill Bolling, Senior Lecturer
Bill Bolling was born and raised in the coalfields of southwest Virginia and southern West Virginia. He was the first member of his family to attend college, graduating in 1979 with a BA degree in Political Science from the University of Charleston.
Bill spent his entire professional career in the insurance business. He worked for 22 years for The Reciprocal Group, a captive insurance company based in Richmond that specialized in providing professional liability insurance for health care providers. He then worked for RCM&D, one of the nation’s largest independent insurance brokerage and risk management consulting firms.
Bill also had a distinguished career in public service in Virginia. He served as a member and Chairman of the Board of Supervisors in Hanover County and then spent ten years in the Virginia State Senate. In 2005 Mr. Bolling was elected to serve as the 39th Lieutenant Governor of Virginia. He was reelected to that office in 2009. Mr. Bolling has the distinction of serving as Lieutenant Governor with a Democratic Governor, Tim Kaine; and a Republican Governor, Bob McDonnell.
Following his service as Lieutenant Governor Mr. Bolling returned to RCM&D and served as Managing Director of the firm’s Virginia insurance operations for five years.
In the fall of 2018, Bill left his career in the insurance industry behind to pursue a passion for teaching. He accepted an appointment as a Senior Fellow at James Madison University, where he lectured in government, politics, public policy, and leadership. In the spring of 2020, Mr. Bolling joined the faculty at George Mason University and Virginia Commonwealth University, where he is currently teaching various courses on state and local government and politics.
Bill Bolling is married to his wife of 42 years, Jean Ann, and the Bolling’s have two sons, Matt, who graduated form Virginia Tech in 2006; and Kevin, who graduated from JMU in 2010. Bill and Jean Ann live in Mechanicsville in Hanover County.
